Jean Moulin was the leader of the French Resistance. He is one of the ones involved with briefing William "B.J" Blazkowicz on the Spear of Destiny mission while he was in France. He insured that B.J. was safely smuggled into Germany.

Jean Moulin was an actual person who lived from 20 June 1899 – 8 July 1943.
Thus this indicates that Spear of Destiny most likely took place between 1940 and 1943. The story appears to take place not long after France was conquered by the Third Reich, or Operation: Fall Rot in 1940.
However, Moulin did not join the resistance until around late 1940 or even into 1941, and Moulin did not become leader of the French resistance until 1942, the game must take place between late 1940/1941, or after 1942 and 1943.
The Spear of Destiny comic places the events before 21 September 1940.
