Oberstgruppenführer Wilhelm "Deathshead" (Totenkopf) Strasse was a leading member of the German Armed Forces, a gifted researcher and doctor who heads the SS Special Projects Division. He is the arch-nemesis of the series' protagonist William J. Blazkowicz, and the main antagonist of the Wolfenstein series.
He first appears as the secondary antagonist of the 2001 Return to Castle Wolfenstein, the main antagonist of the 2009 sequel Wolfenstein, and returns as the main antagonist of the MachineGames reboot Wolfenstein: The New Order, the overarching antagonist of Wolfenstein: The Old Blood, and the posthumous antagonist of Wolfenstein II: The New Colossus.

The Wilhelmstraße ("William Street") was the real-world center of government for the Kingdom of Prussia and later, for the Third Reich. Located in Berlin, the Nazis hosted their Reich Chancellery here. Additionally, the Totenkopf was the icon present on the emblems of the Schutzstaffel (SS), the branch of Hitler's regime most responsible for the war crimes against Nazi prisoners during the war and primarily responsible for the Holocaust.
As such, General Deathshead is likely meant to be the representation of the atrocities of the Nazis in the form of a single human.
